01

Observed failure

### Identity or evidence changes across retrieval surfaces.

Examples include different names or URLs for the same entity, claims without inspectable support, important facts available only after fragile execution, duplicate resources competing to represent one concept, and structured data that disagrees with visible HTML.

Evidence: canonical HTML, entity references, JSON-LD identifiers, source and claim links, initial and rendered content, internal relationships, and public retrieval observations where a real source exists.

02

Change

### Create one verifiable resource identity.

NRLC identifies the canonical source for each material entity or concept, makes important facts and evidence visible in the resource, aligns names and identifiers across representations, and removes ambiguous publication paths.

Structured data follows the canonical human resource. It does not substitute for missing knowledge or evidence.

03

Constraint

### No implementation can guarantee retrieval or citation.

External search and AI systems choose what they retrieve, summarize, or cite. NRLC can verify accessibility, identity consistency, provenance, and observable output changes; it cannot expose private model reasoning or promise inclusion in an answer.

A new machine file is not built unless a named consumer and missing capability justify it.

04

Verification

### Test whether the ambiguity still reproduces.

Verification repeats the same identity and retrieval examination across HTML, metadata, JSON-LD, canonical URLs, public relationships, evidence paths, and initial-document content.

Pass condition: inspected representations identify the same resource and the supporting evidence remains reachable. Retrieval or citation change is reported only when an attributable observation source exists.

Inspectable output

## What the engagement produces

- Entity and canonical-resource discrepancy inventory
- Claim-to-evidence gaps and provenance requirements
- Approved identity, naming, and relationship decisions
- Human-visible resource and retrieval-path changes
- Repeated verification with unsupported outcomes marked unavailable
